Public Art Needs Outsiders was one of three seminars, devised by Situations and ixia in response to the provocative statement What Public Art Needs Now! This seminar looked at Grizedale Arts as the seminar case study to examine the relationship between the local and the outsider and public art as the result of that encounter.
